Delhi the city of road crashes

There was a case in NEWS called BMW case and it is still panding in the court and it was about a drunker BMW owner crashed few poor people who were sleeping on a footpath in NEW DELHI in the night and 6 persons were died and it was 6 or 7 years old story .......but last night a crain operator who was working on a over bridge in New Delhi dropped a big stone on few peope who are agian sleeping on a footpath and killed four of them ......so where is the Delhi Police and why do they allow person to sleeping on the road sides or somewhere near where the development work is under progress ....or near where there is lot of traffic..
